House Electric Panel question

Okay let see if I can describe this. Out here in California the electrical panes are located on the exterior walls. We put in a 200 amp SQ D panel that is surface mount (the existing panel is recessed). Now my dilemma is to move the existing wires I don't want to cut into the sheet rock on the enterior wall, or take down the new house siding. So what I am thinking is using a NEMA 4 fiberglass box mounted over the exsisting panel, but just below the PGE meter. Then run a 2" fiberglass conduit a short distance (about 12") to the new surface mont panel. What I need to know is this kosher, or okay with code?

    No.

Service upgrades and/or main panel replacements nearly always have to be inspected.

If you aren't even industrious or scrupulous enough to look up the code on your own, stay the hell away from this level of project.
Sorry. I gotta be a dick on this one.
Get real about it or get an electrician and get a permit.

Well first I was an industrial electrician specializing in machine automation. Main problem now is I'm in a wheelchair. I do realize that when we're done it has to be inspected by the county. I had PGE come down to see about upgrading the lines to 200 amp service. I just want to run temporary power to the new panel plus run the existing home runs over to the new panel. I am looking to use a fiberglass enclosure to route the wires over. My question would placing a fiberglass box right under the existing meter be a problem for a meter reader? I'm use to doing everything industrial, was never a residential electrician but since this on the side of the house it won't be seen by anyone except the meter reader each month. I'm sure that I'm not saying this clear

I remember reading that must be a certain clearance from your service panel. I agree. If you don't know the codes. don't mess with the service panel nor mount things near it. Use code compliant materials ie: conduit.

If your permit process is like mine ( on the east coast) you will have to submit some kind of drawing of what you intend to do before you get the permit.
That might be the place to start.

ok simple answer... in CA when they read your meter if it does not look Kosher or if it looks upgraded they can pull a check for permit... If it does not exist they cut your power and lock the service out.

you don't get it turned back on till you can prove you have a permit and inspection

I had it happen to me when I was young and stupid... took 3 weeks to get it turned back on
